Start your business in New York
New York City has a specific TLC licensing system. Outside NYC, check the requirements of the municipality and agencies responsible for your service; NYC rules are not a statewide checklist.

Register your business
Choose your business structure and review Department of State filings. If you form an LLC, check the state's additional formation and publication requirements.
Confirm your operating permits
In NYC, for-hire service must go through a licensed TLC base, with licensed drivers and vehicles. Review affiliating with a base versus applying for your own base. Outside NYC, confirm local requirements separately.
Prepare your vehicle and insurance
For NYC operations, review TLC driver licensing, vehicle licensing, inspections and insurance before buying or leasing. Check current eligibility for new vehicle licenses directly with TLC.
Check airport access
Review Port Authority operator rules for JFK and LaGuardia. For other airports, contact that airport's ground transportation office about permits, access fees and pickup locations.
Prepare for your first bookings
Once you have the required permits and insurance, give customers a clear way to find your company and book with you.
- Set your services, coverage area, prices and cancellation policies.
- Share your booking page with your contacts, hotels and local businesses.
- Ask for reviews after trips and follow up with your customers.
Manage your company with PrivyRides
Organize your customers, bookings, prices and payments. With the applicable plan and a published profile, you can list your company in the marketplace and offer booking on your website.
Customers choose the company. Your company provides transportation and maintains its permits and insurance; a listing does not guarantee bookings.
